£500,000 between 6 won't go far.
Whilst any funding is to be applauded, I get the feeling this is little more than a PR exercise.

I may be wrong,--yes I am occasionally--but reading between the lines, and the wording itself,this money is not for flood relief.It is to-give us advice on how to apply for funding for flood relief.A good earner for someone.
Tell me if I'm wrong.

That's similar to the impression I got. Councils are getting a bit of money to look into ideas, and apply for money to implement them, of which there's not a lot.
