I'm sure the local shop & cafe owners will appreciate the council employee telling the public to use their toilets instead, probably without spending any money: https://www.bbc.co.uk/news/uk-england-birmingham-60126540

This is something that really grinds my gears. It's not on to expect businesses to provide these facilities.
