They were seen as an answer to all our ills, Lex.
Unfortunately, much was already known (but ignored), and reality came to fruition.
There's a housing estate near where I grew up that was also supposed to be the answer; it too failed miserably.
I admit to quite liking brutalist architecture, but I certainly wouldn't want to live in blocks like that.
