Whilst walking around the town centre I noticed little mountains of cigarette butts on top of rubbish bins. I also noticed a big sign about not being caught dropping your cigarette butts or there would be a fine involved. So, I assume that that's the reason for the piles of butts on the bins. Whilst it looks disgusting I think the onus is now on the Council to provide suitable containers for disposal of the things.

Birmingham have provisions and a lot of places have a purpose built cigarette butt pit on the top of bins. The only problem is - what happens when its windy? Yes you guessed it, they blow on the floor!
