OH dear, it happens everywhere, I hope she will get the help she needs.
Yes its a nuisance, but most of them have some mental health issues.

A Coventry woman has been charged with multiple thefts at shops in the city. Neighbourhood officers arrested a woman in Telfer Road in on Monday, April 7.
Now Coventry Police have confirmed a woman has been charged.
In a post online, the team said Shannon Knight, who is aged 33 and from Coventry, faced a number of charges.
She is accused of four theft offences in the city between February 21 and 24. Knight was remanded in custody.
