I bought my last car from a garage, and the tax was sorted before I took it off the forecourt. If he bought it privately, I'd think he didn't bother or 'forgot' to tax the car.

The driver is spectacularly dim. You are far more likely to crash a car that you are unfamiliar with than one you've driven for years.
