Believe me, I can pack a bin so they will have no idea what's in it, and it won't rattle.
And as regards the driver monitoring what goes in via a camera... That ain't gonna happen as the vehicle is always on the move and the driver needs to be aware of what's going on around him.
I predict this will backfire on them quite spectacularly.

They never put the bins back where they pick up from. They are usually left strewn across the pavement, or we get our neighbours and she gets ours.
