Lex, I think the clue here is "reported crime". That doesn't actually mean very much at all. I know people who don't bother to report crime because of the aggravation it causes them. (Typically this would be after an assault or theft.)
I would far rater see truthful and honest clear up rates for the different categories of crime.

It's always hard to tell how accurate these claims, as the recording methods seem to change every 5 minutes!
