[url]http://www.whois.net[/url] will show you the registrant of any domain. Most .co.uk or similar are protected by privacy if they are registered to an idividual, so will only show certain details, but a .com address has to show all the details (including phone and address).

Some UK registrants are protected by their 3rd party provider, but some location details still have to be shown. The route to find these details may well be slightly more awkward, but you can get there none the less.
